Following the March 26th consultation between teachers’ unions and the government, the Minister of Higher Education announced that 277 billion CFA francs in salary arrears had been paid to teachers by March 2025.
This amount, corresponding to the settlement of the debt owed to teachers, is broken down into 185 billion CFA francs for secondary education and 92 billion CFA francs for primary and kindergarten education. This debt was the main source of tension with teachers.
The crisis erupted in January 2022 when the “We’ve Supported Too Much” (OTS) movement launched a passive strike in secondary education to demand the payment of more than 185 billion CFA francs in arrears, accumulated mainly from bonuses, integrations, grade and salary advancements.
After several rounds of discussions, the government committed to clearing the debt owed to teachers. This payment was then spread over several budget years. In December 2024, during the defense of the budget law, the Minister of Finance assured that the payment of arrears owed to teachers had been taken into account in the 2025 state budget.
